"Madam President, I am pleased that today we are talking about making cohesion policy simpler and more efficient. I have repeatedly said that Member State development, supported by European Union money, and improving quality of life would be more effective if we used the planning method more efficiently and ensured that horizontal objectives are achieved using money from different funds.
However, reviewing the rules regulating the funds themselves is equally important. It is often the case that a problem is impossible to address due to a lack of money. Another programme, financed from a different fund, cannot be used, even when it is striving for similar objectives. Unfortunately, in such a case, transferring money between funds is impossible, due to different rules. While welcoming the resolution’s call for the introduction of a coordination mechanism that has even greater impact, I therefore also urge you to change the rules on transferring fund money, making them as flexible as possible."@en1
