"Mr President, we can already see that it is the payments that are becoming a problem this time, and that in the Council there are a lot of countries that do not want to pay. We obviously need to find a solution to this. However, it very much depends on the Member States’ ability to use the Structural Fund appropriations. I consider it to be extremely important for us to ensure that we do not fail in our attempts to give the field of energy a higher priority in the 2012 budget. We must ensure that we allocate funds to the SET plan for renewable energy. The projects are in place and we must ensure that we get this plan off the ground. We must support it. Secondly, there are problems relating to the ITER fusion energy project, with regard to which the Commission is putting a great deal of pressure on us. However, the pressure should really be put on the Council, because that is where the problem currently lies. Parliament supports the project, but the Commission knows full well that we do not support the provision of funds by cutting other research appropriations."@en1
