"Mr President, my group agrees with the mandate for negotiating with the governments, which we are here to adopt today, but I would nonetheless like to raise a political issue that is not in the document in question, and which relates to what is currently happening in Greece and my country, Portugal, and to recent statements by Jean-Claude Juncker. These two countries, and probably others in the future, may be subjected to a hellish cycle of bailout policies, whereby bailing them out serves to bail out another bailout. This austerity-linked Hell has clear implications for falling levels of public investment and job creation. I believe it is absolutely vital that the EU be able to have a policy on funding from the Structural Funds for these countries in 2012 and 2013. This will entail, not only resources being made available from these funds, but also specific conditions entailing a reduction in cofinancing: in other words, reduced national contributions to funding that creates jobs and is intended as productive investment. This is an absolutely critical issue for the next two years."@en1
