"Mr President, the Committee on Regional Development has debated and gladly supports the proposal. The Committee finds it to be quite prudent and believes that it provides appropriate preparation not only for the trilogue itself, but also for the whole budgetary process in the future. Of course the most important aspect for the Committee on Regional Development is financing cohesion policy, and we draw attention to the fact that during the natural course of the seven-year cycle we have reached the phase where the Member States draw, or try to draw, and spend larger and larger amounts based on their conceived programmes. In my own country, for example, the funds we received in the last year were twice what we would previously have received in two years. So this, too, indicates acceleration, which is, of course, also due to internal reasons, but this phenomenon is conspicuous in other Member States as well. That is why we are hoping that this policy will receive definite support."@en1
