". Madam President, the problem of piracy in the Gulf of Aden, and now in the huge sea area of the Indian Ocean, is still getting worse, despite efforts by EU NAVFOR. The size of the area in which pirates operate makes it hard to deal with the problem of piracy with military resources alone. As such, measures to suppress the problem, if possible within the framework of an ambitious international strategy, must be improved in conjunction with measures to combat its root causes. Piracy is rooted in absolute poverty and lack of governance, two permanent features of Somalia over the last 20 years. The European Union has the facility to make greater use of the European Development Fund for this purpose. Both the European Union and the United Nations have acquired experience in programmes which have produced real results in Somalia and that work must be continued and increased."@en1
