"Madam President, the management of nuclear waste is quite rightly followed closely by the general public, and it is therefore good that the European Commission has decided to handle the issue through comprehensive legislation which clearly defines the duties and responsibility of all the entities participating in this procedure.
It is good that the submitted directive emphasises better quality supervision and controls, but especially the greater transparency of these processes and public participation. In my opinion, securing sufficient earmarked funds to cover the inevitable costs for decommissioning nuclear reactors and managing the resulting radioactive waste remains an important open question. The proposed system for monitoring the level of financial reserves through an independent body can, with the right organisation, create the conditions for a nuclear facility to accumulate during its operating life sufficient funds to finance environmentally-friendly decommissioning, and that should be our objective."@en1
