"Mr President, Commissioner, ladies and gentlemen, our citizens want a strong and effective European Union. Sluggishness, inadequacy and a purely intergovernmental vision are worsening the impact of the crisis and weakening the credibility of the European project. We are not facing problems that are purely national, or a crisis that is only economic; we are facing a political crisis that requires a swift, full, Europeanist response. The basic concepts of ‘economy’ and ‘union’ in the Economic and Monetary Union must be strengthened. The proposal presented today on economic governance must be considerably improved if we are going to achieve that. We are in favour of creating national budgetary frameworks that guarantee transparency, economic coordination and verification of compliance with European commitments. We believe it is necessary to correct macroeconomic imbalances and move toward convergence, and we find that the Ferreira report makes particular progress in that area. However, the proposals to reform the Stability and Growth Pact are incomplete: they confuse stability with adjustment, and they entrust growth policies to the market and the national sphere. Avoiding Europe’s commitment to investment and employment is not acceptable. We will not be complicit in this attempt to make Europe turn its back on its citizens and its own interests; we are not resigned to impassively pondering the way in which our problems are getting worse; and we do not accept double standards. We need unanimity to provide resources and qualified majority decisions to avoid penalties. We must pledge our commitment to Europe and do it quickly. The European Parliament should work hard to make an ambitious, Europeanist response worthy of our citizens. We need to move forwards, not backwards like crabs. Europe must not hide when it is needed most."@en1
