". I think that the report drafted by Mr Dess is vital in the context of the global food crisis and current environmental risks. The new version of the common agricultural policy includes values such as consumer protection and regional cohesion. I think that long-term productivity depends, to a large extent, on the sustainable management of natural resources, which is another objective on the agenda. I welcome the initiative promoting more active involvement by farmers in rural development programmes, which will help boost local competitiveness. Food security is another priority in the new common agricultural policy. Cooperation between Member States is essential, as demonstrated during the crisis this summer. In order to avoid food price fluctuations, I support the adoption of additional risk-prevention measures available to all EU farmers. At the same time, I think that it is important for agricultural funds to be distributed fairly. On this point, I should stress, for example, the impact of direct aid on boosting small farms’ profitability and competitiveness. Special payments must also be programmed for areas with natural handicaps which have special needs."@en1
