"Madam President, a great job has been done, but the completed report is couched in very general terms. The report clearly outlines a new direction – agricultural greening. This could be a form of lifebelt for non-productive farmers, who could avoid having to engage in agricultural production and yet receive area payments. In my view, we should, when applying this report in practice, bear in mind what is missing. The protein problem is missing, the issue of the quality of imported food has not been incorporated, there is no mention of the problem of genetically modified crops, and land degradation issues have been insufficiently addressed. There is still no clear definition of such terms as ‘active farmer’, ‘new farmer’, ‘fair area payments’, and ‘family farms’. Unfortunately, a great many farmers will find no answers to their problems and their questions in this report. In the future we must improve it."@en1
