"I am wondering what the outcome of this Council will be. It is supposed to be an opportunity to debate the progress made in the application of asylum and immigration policies, and the consequences of the Arab revolutions, at Europe’s borders. If we have chosen to seize this opportunity in order to strengthen external border checks, then it should be said straight away that we have picked the wrong target again. It is not enough simply to pursue a repressive policy which we know is ineffective and causes great human suffering. Let us remember that there are people in need of protection at Europe’s doors, doors which remain closed to them under the false pretexts of cost and abuse. Following the recent World Refugee Day, let us insist, above all, on our responsibilities as Europeans, responsibilities which the Member States are, wrongly, afraid to shoulder. Otherwise the 2012 deadline, to which those same Member States have committed themselves, may well be missed."@en1
