The new Partnership and Cooperation Agreement must be comprehensive and legally binding and also include provisions on respect for human rights and the rule of law. I think that the Partnership for Modernisation is a suitable instrument for encouraging Russia to carry out reforms. I also believe that Russia joining the WTO will boost investments and improve trade relations with the EU. It is in our benefit to support Russia in its efforts to become a member of the WTO.
