"Mr President, I asked to speak in the debate on Russia, and perhaps you will allow me to say a few words about it, even though we have gone past it. It is very important, I think, that we engage in dialogue with Russia. We need high-level meetings, but, as Europeans, in this matter we have to remember what the fundamental function of the European Union is. Our function is to take democracy, human rights and freedom of opinion forward in discussions with the Russians. These basic values need to be stressed. When we speak about visa waiver, that is a future objective, but now developments in democracy in Russia are the priority. Let Russia develop and set out on the road to democracy, with human rights and the rule of law being implemented as a consequence, and after that, we can return to this matter of visa waiver."@en1
