"Mr President, in general, we devote far too little time in this Parliament to the problems experienced by small businesses. A new form of fraud has developed in which small businesses are tricked into advertising in various types of directory. Then, when they discover that it is fraudulent, they receive a payment demand. The invoice is then passed on to a debt recovery agency and the amount grows and becomes three or even ten times as much in a very short space of time.
The latest development is that these large established fraudulent set-ups are now operating across borders and it then becomes almost impossible for individual small businesses to receive justice. Instead, they are pursued by debt recovery agencies without being able to put a stop to it and without being able to report or get hold of the person responsible for the crime.
In reality, this also means that the cooperation between European police forces must be strengthened, because we must have the ability to see these large-scale cross-border patterns, as this is not a question of small acts of fraud, but of large organised circles of fraudulent activity involving extremely large sums of money, running into millions of euro. Therefore, this is a good resolution, but it is far too weak and we need to take European cooperation further."@en1
