"Madam President, Commissioner, Inner Mongolia is known to be rich in coal and natural gas. Although Chinese law states that the land exploitation rights belong to the indigenous Mongolians, the reality appears to be somewhat different. There has been criticism that Chinese enterprises are consuming vast amounts of groundwater in water-intensive coal mining, resulting in desertification of the steppe. There has also been criticism that grazing lands are suffering as a result of the transport of coal.
The current protests by Mongolians represent a flare-up in another long smouldering ethnic conflict in China, following the Tibetan uprising in 2008 and that of the Muslim Uighurs in 2009. In view of the chronic water shortage in China and its huge demand for raw materials, it is to be expected that the Mongolian conflict will escalate further. The partnership with Mongolia that has existed for a number of years means that the EU is now also affected and must surely redouble its efforts in respect of human rights and the rights of minorities."@en1
