"Madam President, relations between the EU and Mongolia have developed positively over the last two decades, particularly in relation to Mongolia’s gradual democratisation and modernisation.
Closer cooperation with the EU, however, depends on building confidence in the Mongolian political regime’s long-term stability by strengthening human rights guarantees and the attributes of the rule of law, which assumes, of course, the proper functioning of the judicial system and the elimination of corruption in the public sphere.
The movement towards a genuine market economy must also be accompanied by continuing restructuring, by reforms in the area of commercial law and investment law, and by the private sector taking a greater share in the economy. I consider it a positive development that the country has passed a law on the protection of competition, with the aim of preventing abuse of the dominant position of private or state-owned firms, or the creation of cartel agreements at the expense of other firms and consumers. I firmly believe that the reforms will help to attract foreign investors and will subsequently boost the prosperity of Mongolia’s inhabitants, who continue to suffer from poverty in rural areas because of their dependence on agriculture.
In conclusion, I would like to say, ladies and gentlemen, that I very much support – and Commissioner Füle has already indicated this, I think, in a very positive tone – the establishment of a permanent EU delegation in Mongolia because I believe in the potential for the development of political and trade relations, bearing in mind the important fact that there are vast reserves of raw materials in this country, which is strategically located between China and Russia. I therefore think that the political and trade relations of the EU and its Member States with Mongolia should continue to be developed further."@en1
