"Mr President, the previous debate was passionate and also fascinating and this one is much more consensual. I get the impression that no one is questioning the effectiveness of extradition, of the European Arrest Warrant, the reduction in the length of proceedings and therefore, in a nutshell, the fight against crime. However, the way the mandate has been used has also led, as we have all said, to abuses and abusive practices: abusive practices when it is used for petty crime, and here I am not talking about the myriad farcical instances of thefts of bicycles, piglets and the like, and rather more serious abusive practices when there are disproportionate detentions, when innocent people are jailed and when the right to appeal these decisions is abused. Some years ago, the group to which I belong defended the need to introduce safeguards on the use of the European Arrest Warrant and I am pleased to have heard you, Commissioner, this afternoon, mention improvements to the procedure through the creation of guides for the Member States as well as guides for detainees. I welcome this because I think that the European Arrest Warrant is very well understood by our fellow citizens, and is a crucial test in showing just what Europe is capable of in order to consolidate justice in Europe."@en1
