"I have a positive view of the report’s focus on the common challenges that Europe is facing. It addresses the issues of the climate and the environment as constituting an element of all policy areas, the fight for democracy, peace and freedom at a global level, and the urgent need for research, innovation and infrastructure. The Europe 2020 strategy and investment in initiatives with European added value permeated the debates during the work on the report. However, I am deeply concerned about the fact that we have given the authority to set priorities to the Council. The European Parliament should have had the courage to set priorities. Even though all of the requirements for an inclusive, sustainable and competitive Europe are included, there is nevertheless no way in the world that we could finance everything all at once from the EU budget. I want a realistic and implementable negotiating strategy and this has not been achieved, as no clear priorities have been set in this report. I therefore abstained in the final vote."@en1
