"I offer my congratulations on the work carried out by the rapporteur, for which I voted. This report responds to the needs of consumers and small and medium-sized enterprises, which, unlike other actors representing bigger economic entities, have obvious difficulties accessing the Internal Market because of the enormous costs they have to bear. As a direct result, both SMEs and consumers tend to carry out transactions within the domestic market, which is often much less competitive, and therefore do not access the cross-border market, in which products are often at least 10% cheaper than the domestic offer. The divergence in contract law rights must be remedied, and the creation of an optional instrument for European contract law by means of a regulation, which would flank rather than replace Member States’ national contract law systems, is an optimal solution that would give the parties the freedom to choose the legal instrument most suited to their needs."@en1
