"European legislation is too often complex, difficult to understand and difficult to apply. This is why impact assessments can make a significant contribution to improving the quality of EU law making, particularly in terms of reducing the timescales and costs of the legislative process. I support this measure because, by taking the requirements of Member States into greater consideration, it will be possible to evaluate the possible social, environmental, financial and economic consequences of a legal act. Impact assessments should also be completely independent and transparent and be carried out in the early stages of the legislative process."@en1
