"I welcome this report as I believe impact assessments to be a key instrument in the legislative process. European legislators should make greater use of these instruments as they can improve the legislative process by showing the possible impacts of their policy decisions. Legislators must not be afraid to state harsh realities when looking at potential impacts. Not only should impact assessments state the possibilities and make recommendations to legislators, they must also be prepared to recommend taking no action at all if it is considered to be the most appropriate course. Legislation coming from Europe has a massive impact on the lives of those living within its borders and we must use every opportunity to ensure this legislation is as fair and balanced as possible."@en1
