"Impact assessments are a key instrument for the legislative process, and one of which European legislators should make greater use in future, as they show the possible consequences of their policy options. We should not forget, however, that they merely permit the technical, substantive preparation of a political decision. We believe that the impact assessments used by the European institutions should comply with certain principles. First of all they should be completely independent and transparent. They should cover all categories of legislative proposal, employ a clear methodology, and must always be kept up to date with current developments in the legislative process. We also believe the Commission should provide Parliament with a detailed explanation in cases where it considers it unnecessary to assess the impact of its decisions. Finally, we confirm the importance of the creation of an autonomous structure for carrying out impact assessments within Parliament, with a view to further enhancing the quality of its law making and creating new synergies."@en1
