"I supported Mrs Niebler’s report on guaranteeing independent impact assessments. Impact assessments are a key instrument in better law making policy, which aims to improve and simplify new and existing legislation. Impact assessments are, in fact, a suitable instrument for evaluating the impact of the adoption of new laws and the simplification and recasting of existing laws. However, I believe that recognition of their usefulness should always depend on respect for certain fundamental principles, such as transparency and independence. I therefore agree with the rapporteur when she underlines the fact that the Commission has recently raised the quality of its impact assessments, while pointing out that further improvements are still needed. Finally, I applaud the decision to create an autonomous impact assessment structure for the European Parliament, with a view to further enhancing the quality of European Union law making."@en1
