"The Niebler report represents an important contribution to the debate on improving the EU legislative procedure, with a view to ensuring that new legislation serves citizens and is genuinely necessary. Unfortunately, there have been accusations that regulations are also being created which result merely from the desire to make the EU institutions better known, or from the actions of lobbyists. This means that we need to make constant improvements to procedures relating to what is known as the impact assessment for a particular legislative act. As rapporteur in previous years for the subject of better law making, I would like to highlight several aspects of this problem. Firstly, we should note the need to maintain the institutional balance enshrined in the Treaty, within which framework the European Commission proposes laws and Parliament and the Council adopt them. The independence of impact assessments is extremely important, but they must not be removed from Parliament’s democratic control. In my opinion, the proposal to modify impact assessments after the introduction of amendments by Parliament is very important, and I also share the opinion of those who believe that we need to apply uniform criteria for impact assessments in all the institutions. At the same time, I would draw attention to the fact that the most crucial aspect of law making is the political will to resolve a given problem, and an impact assessment prepared as part of a particular project can merely supply objective information."@en1
