"The purpose of this report is to establish Parliament’s preliminary position with regard to a new financing instrument for EU development cooperation (DCI), based on the previous regulation. I believe Parliament’s involvement at the early stages of the redesign of this instrument will be of great value to it, so I am supporting this initiative. I believe the values that characterise European Parliament action, not least the promotion of democracy and the defence of human rights, can contribute positively to constructing a tool that is more compact, effective and comprehensive. In my opinion, the way the report analyses this issue is quite interesting: it proposes new approaches that will now have to be debated over the coming months, specifically as regards the need for aid to developing countries that is more differentiated, dividing them into groups. It also demonstrates the need for reliable and consistent retrospective analysis work in this area, proposing a new approach to development aid based on greater differentiation, on the involvement of civil society, and on strict eligibility criteria."@en1
