"The issue of development cooperation is one of the cardinal principles underpinning my work. I believe that the excellent report by Mr Mitchell successfully highlights the areas in which Europe could and should do better. The experience of the financing instrument for development cooperation (DCI) has been fundamental in understanding how the European Union should proceed in the context of the next Multiannual Financial Framework. If we want to make financing instruments effective, then we need to set up financing that is independent of other measures, recalculate quotas, and review how instruments are implemented. This review must be based on a Neighbourhood Policy that is sensitive to the range of needs of poorer countries and no longer just to the interests of Europe. I firmly believe that EU development policy must be the result of work by both Parliament and the Council, and that Article 290 of the Treaty on the Functioning of the European Union should also apply to this issue. These principles have been clearly stated in the report in question, and I therefore voted in favour."@en1
