"The EU and the Member States should increase their efforts to encourage youth employment and reduce their unemployment rate, in particular, through improving the match between the training systems and the needs of the labour market. With the loss of 12 million low-skilled jobs in Europe by 2020, and the need for longer working lives to preserve our social model in the face of the demographic challenge, it is also crucial, at the same time, to step up the efforts for improving lifelong training of workers in the course of their career. In this respect, the idea of putting in place incentive mechanisms intended for employers so that they encourage their employees to participate in training programmes, suggested by Mrs Hirsch in this report, sounds interesting. In addition, in order to combat unemployment among low-skilled people, as well as to promote the employment of senior citizens, it is imperative to encourage the recognition of national qualifications between the Member States, and to encourage certification by validating skills acquired through informal apprenticeship."@en1
