"One of the most pressing challenges in the current economic climate is that of youth unemployment. Not only is the unemployment rate higher among young workers than among the rest of the population, but young workers are often to be found in insecure temporary jobs with lower pay and weaker legal protection. It is vitally important we address this. The forecast by the European Centre for the Development of Vocational Training (Cedefop) of growth of 80 million new jobs by 2020 is welcome. It is worth noting that there will be a shift towards industrial and technological development and a corresponding shift away from low-skilled labour. These new jobs will require workers with high and intermediate level skills. Action needs to be taken quickly to ensure that adequately skilled workers are available to fill these positions. With that in mind we must ensure that our approach to learning is focused on results. We must provide young people with access to lifelong learning and to courses with practical training elements to enable them to take up these jobs and to grow and progress in their careers. I believe these changes to vocational education will benefit the economies of all Member States."@en1
