On the contrary, the ambiguity of the way it is written allows for the public financing of a new private agency. The report also fails to mention the withdrawal of sovereign debt from the agencies’ ratings, which is the main measure that could be taken in this area to combat speculation against the euro. Finally, the report should have suggested that the Commission examine the possibility of prior European Securities and Markets Authority (ESMA) approval of all ‘structured financial products’.
