"Four years have passed since the introduction of the Seventh Framework Programme for research and technological development. In the context of a changing global economic situation and at a time when Europe is slowly attempting to extricate itself from the economic crisis, it is becoming clear that the programme was put in place to solve legitimate and significant problems. The global competition of major economic powers such as China, India and Brazil is forcing us to take special measures, aimed at gaining a technological advantage allowing us to implement the European Union’s intended strategy effectively. The right investments in research and scientific development will translate into the long-term construction of a knowledge-based society, which is one of the most important components of economic power. The report touches upon the key issue of insufficient cooperation and exchange of information between Member States, which results in the duplication of individual projects. A further alarming matter is the unequal participation of the Member States, which results in greater imbalances in an area as important as research and technological development. This is a complete contradiction of the goals of the Seventh Framework Programme. As a result of the economic crisis, some Member States no longer have as many opportunities to provide support for the programme, and this is a challenge to the EU to identify accurately those who need support, and to grant support to them. The programme’s implementation will last another two years, and the level of budgetary commitment has not exceeded 50% (of EUR 54 billion for the period 2007-2013), which should make it easier to involve the competent bodies and enable the funds available to be used as appropriately as possible."@en1
