"The creation of the Schengen area dates from 1985 and currently includes a territory of 42 673 km of external sea borders and 7 721 km of land borders, taking in 400 million Europeans. The Schengen Agreement currently covers 25 Member States with a common area for the free movement of people, by removing systematic checks at internal borders and creating a single common border. In order to fully realise this agreement, common rules were established – regarding
checks along the entire external border, common visa policy, police and judicial cooperation – and the Schengen Information System (SIS) was created. This report concerns the entry of Bulgaria and Romania to the Schengen acquis and, following the evaluation visits and a final report, it concludes that both countries are ready for full accession. However, some issues remain outstanding, in particular, the need to establish a plan to combat possible pressure from illegal migration. I therefore agree with the rapporteur that there is a need for the Member States in question to inform Parliament and the Council within a six-month period, beginning on the date of entry into force of this decision, on the implementation of these additional measures and progress with the shortcomings identified."@en1
