"According to Article 4(2) of Romania and Bulgaria’s Act of Accession to the Schengen acquis, the precondition for the abolition of checks at internal borders with those countries is verification that the Schengen requirements are being met. Since both Romania and Bulgaria have proved that they are sufficiently prepared to apply all the provisions of the Schengen acquis in a satisfactory manner, both Member States should become fully-fledged members of the area. I would underline, however, the importance of rigorous controls at external borders for the purposes of internal security. As it is located in a sensitive area in terms of illegal migration, Bulgaria should adopt additional measures to respond to a possible increase in migratory pressure at its borders."@en1
