"Mr President, the report by Mr Garriga Polledo is a very important piece of work that allows us to set out a new financial framework for a competitive, sustainable and inclusive Europe.
We need a budget that is designed for the challenges of the present day and that can provide a strong and innovative response to current needs. Its top priority must be research and innovation for small and medium-sized enterprises, to stimulate growth and employment, while the second objective is to reform the common agricultural policy in order to promote and support the competitiveness of agriculture in Europe.
However, particular attention should be paid to the future of the cohesion policy, which I consider to be a very important instrument and one which provides financial support for investments that drive economic growth and, above all, the creation of new jobs. On this subject, I would like to revisit a point that I think is particularly important: the establishment of a new intermediate category. I believe, of course, that this new category cannot be created by siphoning off resources from existing ones, which are essential for supporting the balanced, harmonious and sustainable growth of our communities."@en1
