"Mr President, research and innovation play a central role in the European Union’s development and competitiveness and they are crucial in terms of reaching the objectives set out in the Europe 2020 strategy. The Seventh Framework Programme is the main instrument for funding research in Europe, as shown by the report voted on today. However, there are still many problems being caused by excessive amounts of red tape for small and medium-sized enterprises (SMEs).
In its resolution of 11 November 2010, Parliament asked the Commission to introduce procedural, administrative and financial simplification measures into the current management of the Seventh Framework Programme, yet these measures have still not been addressed. I call upon the Commission to acknowledge Parliament’s observations and to identify solutions to make it easier for SMEs to access the seventh and eighth research programmes."@en1
