"The creation of ‘intermediate regions’ as proposed in the report means that relatively rich areas of poorer Member States will still receive support, and will be able to prepare gradually for the point in time when they lose this additional funding entirely. The possibility of creating such a group of regions is undoubtedly a very welcome development for the main beneficiaries of cohesion policy, which have to make long-term plans. Parliament’s adoption of this proposal today would send out a very important message in the debate on the future shape of cohesion policy."@en1
