"I am glad to hear in the discussion confirmation of the Commission’s objectives in this exercise to bring the EGF into the next financial perspective as a stronger and more effective instrument to support workers who have been made redundant. This case is also supported by the fact that, in the near future, fiscal consolidation will remain on the agenda in most of the Member States, and they will find it extremely helpful if there is a strong, quick and effective EU-level instrument to support workers who suddenly find themselves out of a job. As I pointed out, some questions remain open, such as the relationship between the EGF and the ESF. As you know, the ESF is implemented through shared management, and I believe that the management system of the current ESF is not compatible with the objectives of the EGF. No matter what eventual format we find, I think this question of management will be very important in influencing the final arrangements. I am not speaking about names, but about the need for a separate fund and the need to pay attention to speed in particular. Of course, even now, and probably also in the future, various Member States will find it possible to fund programmes either from the EGF or the ESF and have some kind of room for manoeuvre, but it is very important just to keep the EGF available for all Member States in case there is a need to respond to sudden employment crises. The second question pointed to the problem of defining eligibility in the current regulation. This is also an issue we are looking at in order to have a greater level of clarity, but at the moment, we are simply working on extending the temporary regulation until the end of this financial perspective. I am speaking here about the rules which have been introduced in response to the crisis and to make the EGF more effective in tackling the impact of the crisis on workers."@en1
