"According to the assessment of the European Commission, Romania and Bulgaria are prepared for Schengen accession, and therefore the Council must make a decision without delay to admit the two Member States. We can neither apply a double standard, as it would undermine the authenticity of the European Union, nor can we lay down new conditions. Joining the Schengen Agreement and dismantling borders is the step that citizens appreciate the most of the European Union’s acquis; in addition to the euro, this is also the symbol of the European Union. Freedom of movement is one of the keys to the success of the common market. It is, of course, necessary to safely protect the external borders of the European Union, yet this objective is achieved not by keeping out Member States that are prepared but by introducing a continuous and transparent Schengen verification system, which – along with the common European migration policy and the refugee policy based on internal solidarity – represents a solution to many open questions. Therefore, I am asking the Council to move forward as soon as possible in these areas."@en1
