"Mr President, the Coelho report determines that both Romania and Bulgaria have proven that they have prepared properly for the appropriate application of the provisions of the Schengen acquis. However, the date of their accession to the Schengen area is still uncertain, as some Member States believe that despite the repeated assessments by various European Union institutions, their accession could cause problems in the Schengen system. While acknowledging the deficiencies of the Romanian justice system, I would like to call to the attention of my fellow Members and the Council the fact that the decision they are making directly influences the everyday lives of 30 million EU citizens. The abolition of internal border controls is an enormous success of European integration. Romanian and Bulgarian citizens rightly expect to be able to enjoy the benefits of the Schengen acquis as full European Union citizens. I strongly believe that all of Europe would be stronger if Bulgaria and Romania were to join the Schengen area this year."@en1
