lpv:spoken text	"Madam President, today’s discussion on Sudan and South Sudan is encouraging and positive in a world where there is more bad news than good news. The European Union has both an opportunity and a responsibility to nurture the new state along and to ensure that democracy, the rule of law and respect for human rights are established in Sudan and South Sudan. Particularly, I think the record of the European Union – because of the founding principles of Schuman based on peace and prosperity – puts us in a position in which large states worldwide could not be, because they might be seen to be using Sudan to exploit it for their own internal and external policies. We can do a great deal, working with the UN, to establish these new states, particularly South Sudan, and to ensure that they do not have civil wars, as often happens when new states occur."@en1
