"Frankly, I do not understand the concern that is behind your question. In fact, we are a Union of 27 democratic states and we have agreed that in common foreign and security policies, decisions should be taken unanimously. If the Member States do not agree unanimously, it is not possible for us to impose a decision on those Member States, and thus we are fully respecting the democratic nature not only of our Union, but also of our Member States.
I believe that it is in our interest as Europeans, European citizens, that the Member States act together in external matters. It is obvious that today in Europe, even the biggest Member States do not have the necessary influence or leverage to talk on an equal basis with the United States or China and other powers, but together, the European Union can make a difference. So I hope that the process will lead to increased convergence in terms also of foreign policy matters between our Member States."@en1
