"I endorsed adoption of the directive. I think the decision to extend the financing of Eurovignettes by external costs, in other words, by the costs of environmental pollution and noise, is more advisable than the previous version, which was restricted only to covering the costs of road infrastructure. The directive is favourable to transit countries, so MEPs from Poland should be particularly keen on its adoption. It is also worth stressing the fact that the charges are to be lower the higher the ecological category of the heavy goods vehicle. Fortunately, vehicles with a maximum permissible laden weight of 3.5-12 tonnes and car drivers will be exempt from the charges. The structure of tolls will depend on the time of day, which, in my opinion, will help to discourage people from using sections of road which are at risk of congestion during peak periods. Another important provision of the directive is the one which concerns the way in which income from tolls is spent. This money is to be reinvested in transport infrastructure of any kind, while a minimum of 15% of the revenues are to be earmarked for TEN-T projects. I think we also need long-term measures which will bring about convergence in the methods which all charging systems of the Member States use to calculate external costs. This could guarantee transparency in the signals given to the European road haulage sector."@en1
