"I voted in favour of this compromise on the revision of the Eurovignette Directive, which aims to set ‘polluter pays’ road tolls for heavy goods vehicles. Member States will then be able to integrate in taxes or tolls levied the actual costs incurred by traffic-based air and noise pollution, whereas up to now, only infrastructure-related costs could be charged. The compromise deal falls short of the European Parliament’s ambitions and this alone will not revolutionise road transport, for which the industry and Member States are clearly not yet ready to shoulder the actual costs of their ecological footprint. The average additional cost to hauliers should not exceed 4 euro cents per vehicle per kilometre, and the least polluting vehicles, driving during off-peak times, would be exempt. And yet this reform had been consigned to oblivion before the Belgian Presidency put it back on the Council’s table.
