"The Republic of Croatia has requested that it be allowed to participate in the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), created in 1993 and based in Lisbon. Indeed, the country is particularly interested in the fight against drug trafficking: as well as the problems it is experiencing with its domestic policy, it is a route of entry for smuggling these products into the EU. In its fight against drug addiction and trafficking, Croatia has already implemented measures to address this at a national level, both in terms of preventing consumption and in terms of supporting the investigation of drug-related crime. There is, therefore, mutual interest in Croatia’s accession to the EMCDDA. However, insofar as it is not yet a Member State, it is necessary to define its status – its rights of participation and what responsibilities it should have – in the context of the EMCDDA."@en1
