"Mr President, there is nothing to be pleased about today: a green transport system is still a long way off, as has been said. What is in this text? What does it say? Quite simply, it permits the Member States, on a voluntary basis, to use a ‘polluter pays’ system. Furthermore, the system is so restricted and so limited that, at the end of the day, the cost will only increase by around three to four cents. How can people think that a three or four cent mark-up will actually have an impact on modal shift? In other words, it is not a great success from an environmental point of view. This is what this famous principle of internalisation of external costs has become, after being put through the Council mill – sorry, Mrs Győri – after so much resistance, and despite the considerable efforts of the rapporteur. Nevertheless, we shall vote for this principle because it is an important one. It is a principle like others – we spoke earlier about the precautionary principle, which has made its mark in the European directives. We shall vote for this principle. It is just one principle; a whole battle remains to be fought, and we will continue to fight it in order to effect a genuine modal shift and to establish a greener transport system that protects people’s health and combats climate change more effectively."@en1
