Therefore, they should not justify a legislative proposal, but rather allow for an objective examination of the facts. This also applies to the scientific opinions of the European Food Safety Authority (EFSA), the methodology of which has been called into question on several occasions, and to public consultations, where the wording of the questions may lead one to expect answers that the Commission’s services want to hear.
