"Madam President, Commissioner, ladies and gentlemen, this very fine report by our fellow Member, Mr Audy, summarises all our discussions with the operators in the sector. I am not going to go over their assessment of our Seventh Framework Programme: that it is indispensable but too complicated and too bureaucratic. I would just like to emphasise two points. Firstly, innovation. Parliament has pledged to promote it, but it must not do so at the expense of fundamental research. As we well know, the main result of research is knowledge, followed by the opportunity to enhance that result in the economic sector, or indeed the industrial sector. A clear distinction must be made, then, between the manipulation and the enhancement of fundamental research. Secondly, financing. We all agree that the budget should match our ambitions. I would go so far as to say that, on this issue, we should be innovative by being consistent. It is pointless bringing in more instruments; let us make the existing ones more effective. In this respect, the risk-sharing finance facility is a real success, but it must take a more inclusive approach to SMEs and research infrastructure. I therefore call on the Commission to do everything in its power to solve the disputes as quickly as possible and to take into account the courses of action proposed in this report."@en1
