"Mr President, on 23 May 2009, the UN Secretary-General, Ban Ki-moon, and the President of Sri Lanka, Rajapaksa, signed a joint statement in which Sri Lanka agreed to guarantee accountability for alleged war crimes and crimes against humanity during the war which ended in May 2009.
After this agreement was not honoured by the Sri Lankan Government, the UN Secretary-General appointed a panel of experts to advise him on modalities for an accountability process. The report, which was published very recently, made credible allegations that both government forces and the Liberation Tigers of Tamil Eelam failed to respect the norms of international law. The report stressed the need for accountability on both sides.
The Sri Lankan Government has dismissed the panel’s report, calling it illegal and biased. I believe that it is an objective reason for further investigations. At a time when the creditable and legitimate work of international human rights bodies is being discredited, it is for this House to step up and defend international law. War crimes must never go unpunished, no matter where they occur."@en1
