"I voted in favour of this document, because under Article 179(2) of the Treaty on the Functioning of the European Union (TFEU), the Union shall ‘encourage undertakings, including small and medium-sized undertakings, research centres and universities in their research and technological development activities of high quality; it shall support their efforts to cooperate with one another, aiming, notably, at permitting researchers to cooperate freely across borders and at enabling undertakings to exploit the internal market potential to the full, in particular, through the opening up of national public contracts, the definition of common standards and the removal of legal and fiscal obstacles to that cooperation’. I am utterly convinced that the EU must take an offensive stance and take a firm front runner position in competitiveness, and must therefore invest in an innovation blast. The European Commission must translate the current ‘Innovation Union’ strategic document into an action plan with specific objectives and with measurable and time-framed targets. The Commission must monitor progress regularly, assessing obstacles and putting forward a mechanism to improve the regular provision of reports to the European Parliament and the Council."@en1
