"The resolution focuses, in particular, on: (1) the regulatory environment, calling for better implementation of the SME test – in particular, in Member States – and for a reduction in bureaucracy and administrative burdens; (2) improving SMEs’ access to finance through additional funding and instruments within the EIB (such as the RSFF and equity financing) and an enlarged (and independent) CIP; (3) improvements needed to ensure the participation of SMEs in public procurement; (4) simplification and better targeted R&D&I programmes to promote SMEs’ innovation management capacity, access to R&D&I services and knowledge-based business services, through, for instance, technology transfer centres and universities; (5) the need for more attention to be paid to skills needed and other social and labour market issues affecting entrepreneurship and SMEs’ capacities to fulfil their employment potential, in particular, managerial skills, digital skills and sustainability skills; (6) action to improve resource efficiency: sectoral SME projects to identify resource efficiency innovation in the value and supply chains; the adoption of an ambitious eco-innovation action plan and more funds for it through the CIP; more cost-effective energy efficiency measures to help SMEs reduce energy bills;"@en1
