"Public procurement plays a vital role in stimulating the Single Market, promoting innovation, strengthening growth and supporting EU employment and competitiveness. However, to achieve this, these must operate effectively. For that to happen, as pointed out by the text of this resolution, which I endorse, it is important that the question of simplification and clarification of the rules for awarding public contracts finds answers quickly. It also seems essential to me that access to public contracts by SMEs – who account for 99% of all European businesses and over 100 million jobs – be improved as soon as possible. Moreover, in order to support their business, I invite the European Commission to implement the principle of reciprocity and to think of new ways of improving access by European companies to public procurement outside the Union, in order to ensure equal conditions for European and foreign companies who are competing for the allocation of public contracts."@en1
