"Early learning in the EU follows a long and finely differentiated tradition in the different Member States. It seems important to define a framework of values and common objectives which could be set as a goal in all Member States, while the sharing of good practices remains the key to providing high quality service, with the child’s needs and care at the core of all endeavours. The report focuses its recommendations on the balance between the role of Member States and the Commission; the necessity to make early school a broader service inspired by good practices in Member States where ‘maternelles’ and kindergartens are a right of parents; inclusion of all children, whatever their social background (‘notion of public service’); caring for migrant children and their integration in early schools; the inclusion of arts and all tools to enhance the children’s creativity; training of educators for better intercultural skills; gender parity while working in structures for early learning; and creation of new and well qualified jobs."@en1
